MER's John Silva, VP of ER&P, participates in panel discussion at the GA Environmental Conference

Moran Environmental Recovery’s John Silva,  Vice President of Emergency Response and Preparedness, took part in a panel discussion during the 2016 Georgia Environmental Conference that was sponsored by O’Brien & Gere (OBG). The Georgia Environmental Conference focuses on the exchange of fresh, new, high value, well-balanced, diverse and relevant thoughts and ideas with positive impact on current and future practitioners and the environment of Georgia and the Southeast region.

The panel consisted of a group of Spill Response, ICS and Legal experts that covered every aspect of Emergency Response to an oil spill. The purpose of the discussion was to educate the attendees on what happens during the cycle of an oil spill, what a Responsible Party should be prepared for and what liabilities they should be prepared to manage before, during, and after an event. The Panel used a scenario that happened on the Savannah River in Savannah, GA to facilitate the discussion. Mr. Silva represented the local Oil Spill Removal Organization (OSRO) and discussed the resources needed to respond to this type of event, the preparation that goes into being a classified OSRO under the USCG OSRO program, and the role they take in the overall Organization Structure under a Unified Command.
